Competency-based training and assessment strategy in logistics sector

Education & Times Newspaper – Lecturers from vocational schools in Ho Chi Minh City who participated in a training course on Competency-based training and assessment (CBTA) strategy in logistics have organized the graduation ceremony and discussed solutions for wide application of competency-based approach following the industry-led vocational education and training in logistics sector in Vietnam.

Two pilot modules

Through the competency-based initiative, Australian experts designed and implemented activities for enhancing vocational training’s quality and work skills in the logistics in Vietnam. 

Experts and participants have implemented pilot training module at college level at Thu Duc Technical College (TDC), together with their partnering businesses and 15 students (9 male and 6 female students) for forklift operation safety training. On the other hand, the Ho Chi Minh City College of Economics (HCE), their business partners, and 18 students (9 male and 9 female students) joined the pilot training module for order selection and processing. 

After the pilot activities, the team has developed 2 short training modules in accordance to occupational standards and occupational skill standards (OS, OSS) by industry-led training model; A forklift operation safety training video clip is one of the products to share with other vocational schools.

Pilot modules have enhanced capacity of lecturers/lecturers/assessors who participated in designing and implementing the competency-based training program. In addition, a warehouse/ distribution center was established in accordance to the industry’s standards. 

The team has developed a forklift’s operation principle to support the training of Forklift Operators in line with occupational standards. Besides, partnerships and cooperation between vocational institutions and logistics companies were strengthened through the course. 

In particular, 33 students who participated in the course have achieved the required capacity for OS / OSS standards respectively.

Currently, Thu Duc Technology Colleges and Ho Chi Minh City College of Economics are providing short-term courses on Forklift Operation and Order Selection and Processing, as parts of their training program for logistics positions.

Introducing innovative approaches, with focus on commitment and support of vocational institutions’ managers should be introduced.

It is necessary to promote professional counseling and guidance culture in vocational colleges to support a large number of teachers / lecturers / assessors to develop professional skills and soft skills.

Central library which provides the latest teaching and learning materials for competency-based training models should be built, ensuring the compatibility with target positions in the logistics sector and accessibility to this database by vocational schools.

Australian experts noted that it is crucial to support vocational institutions to identify, evaluate resources to invest in appropriate facilities and training equipment to implement the competency-based training model. 

There is a need to strengthen linkages between vocational institutions and industrial companies, encouraging practical partnerships and cooperation and ensuring the quality and relevance of the training program, including the direct involvement of companies in verifying the performance-based assessment. 

According to Ms. Lou De Castro Myles, Vietnam should encourage and support students to engage effectively in specific objectives and learning outcomes, educational pathways, and career to motivate them to complete the training program and apply obtained skills. 

The pilot training and assessment with competency-based approaches in logistics are under the Aus4Skills program, delivering by Strategix Vocational Training Institute and Queensland University of Technology.
