Australia is working with Vietnam’s vocational education and training (VET) sector to make sure it is delivering graduates who meet the needs of industry, with new occupational standard guidelines recently shared to representatives from across the VET sector.
The Occupational Standards (OS) are the cornerstone of a modern industry-led vocational education and training model. They have multiple applications across the workplace, training environments and the labour market.
A workshop in Hanoi on 23 June introduced the OS and a Guidelines Manual to representatives of the Directorate of Vocational Education and Training, members of the Logistics Industry Reference Council (LIRC), VET colleges, and the logistics industry.
The OS will help VET colleges to better prepare graduates for employment. They were developed using a case study of the LIRC, and informed by consultation with business and lessons from the Australian Digital Capability Framework.
Covering key logistics occupations in ports and warehouses, the standards present detailed job descriptions, knowledge, skills, and attitude needed for each job alongside certifications.
“It is important that VET colleges understand what businesses need from VET graduates, and that occupational standards are understood and upheld, and can be adjusted as needs change,” said Pham Vu Quoc Binh, Deputy Director General, Directorate of Vocational Education and Training.

The workshop also shared Australia’s experience with the Australian Digital Capability Framework, and how this could be used to identify digital capability requirements in different occupations in Vietnam.
Australia and Vietnam share a common goal of improving the relevance and quality of Vietnam’s VET sector by increasing links with industry.
Through Aus4Skills, Australia is supporting vocational education and training in Vietnam, encompassing many areas including quality assurance, industry linkages, digital transformation, and to help development of an Industry-led VET model for Vietnam. The collaboration has provided over 5,000 Vietnamese students with better training technique and course content.
